OP3 Delivery Systems Solution

The S4F.Solutions OP3 Delivery Systems Solution™ helps organizations design and strengthen a higher quality project, program, and portfolio.

Using organizational strategic objective alignment, design thinking, robust Theory of Change (ToC), and Theory of Actions (ToAs),

this process is bolstered by comprehensive use of:

• Integrated Results Resources Framework (IRRF),

• MoP® (Management of Portfolios),

• MSP® (Managing Successful Programs),

• PRINCE2® (Projects IN Controlled Environments),

• PMP® (Project Management Professional), and

• various Agile tribes.

The S4F.Solutions OP3 Delivery Systems Solution™ provides three maturity models. They can be used for a single delivery model, including projects and programs or for an entire portfolio. The maturity model helps organizations assess the relationship between their portfolios, programs, and projects. It employs health checks and gated reviews as quality tools to provide snapshots of the status of an OP3, retrospective review, and related fine-tuning procedures.

Health Checks assess how well the project, program, or portfolio performs relative to its objectives, key metrics, and agreed standards. We use this tool for assurance purposes to evaluate capability maturity, development planning, and decision-making. It helps the S4F Solutions™ senior management team guide the adoption of more proactive portfolio management, including:

  • the sunset of any program or project unaligned with organizational strategic objectives;

  • the degeneration of business or strategic case; or

  • a declining Value for Money (VfM) proposition.

The OP3 Gated Review is a structured and facilitated review. It is part of an investment agreement by stakeholders within the context of a formal governance arrangement. The Gated Review occurs at key decision points, either through the three levels of the OP3 delivery lifecycle or within each delivery level. Its purpose is to ensure the decision to invest in accordance with approved business cases and plans remains valid.

Applying ToC methodology helps S4F Solutions™ partners identify long-term goals and work backward to determine the capabilities needed. It determines how these capabilities can and must synergize causally to deliver benefits to reach their set targets. The S4F Solutions™ ToC maps the “missing middle or black-box gap” between allocated inputs, the roles of different interventions, and how this leads causally to the achievement of desired impacts.

This S4F.Solutions tool helps organizations design and build-in a delivery system grounded on the Integrated Results & Resources Framework (IRRF). This ensures comprehensive oversight, progress monitoring, and systematic evaluation of all executed initiatives. The built-in MER2L remains central to the delivery system design, ensuring an active role for risk monitoring, issue management, systematic learning, and continuous improvement.

The S4F.Solutions OP3 Delivery Systems Solution™ serves those with projects, programs, or portfolios requiring design session facilitation, a comprehensive health check, stage approval review or evolutionary analysis.
